L3Harrisis seeking a Contracts Manager who is a pro-active business partner able tosupport a variety of business support functions and share our passion forexcellence. The Contracts Manager willbe responsible for proposal and contract negotiations and administrationof commercial and government contracts, including providing interpretation ofcontract terms to ensure that terms are in accordance with contractualobligations, company policies, and legal requirements. Additionally, theContracts Manager provides advice to internal business partners on contractualmatters, prepares customer correspondence, and monitors fulfillment ofcontractual obligations. This rolerequires close collaboration with various departments, including sales, bidsand proposals, finance, project management, and operations. The Contracts Manager must be able to performthe essential duties and responsibilities with or without reasonableaccommodation, and the duties and responsibilities of this role maychange from time to time from as described below. This position is located inTewksbury, Massachusetts with up to 10% domestic and international travelrequired.

ESSENTIALDUTIES AND RESPONSIBILITIES :

  • Review and negotiate customer proposals and contract terms toensure compliance with company policy

  • Prepare presentations and internalmemorandums of the contracting terms

  • Provide interpretation and identify flow-down contractualrequirements

  • Ensure compliance with FAR/DFAR/EAR/ITAR, if applicable
  • Interface with various departments in order to assist with andsupport proposal and contract activity, including the review and approvalprocess, proposal and submission

  • Supervise all aspects of the contracts function including but notlimited to purchase order, acceptance and review in correct accordance with thecontract, export compliance, claims, configuration change activity, applicationof contractual clauses

  • Monitors performance of various departments to ensure timelydelivery of correct items and to anticipate contract problem areas andcoordinate solutions

  • Advise management of serious contract problems or potentialproblems

  • Requests, proposes, and negotiates contract modifications /amendments revising work scope, prices, deliveries and/or other contractprovisions

  • Maintains liaison with customers to resolve contractualdifferences and communicate pertinent information

  • Coordinates contract closeouts with regard to final billings andmaterial disposition

  • Aids in the development and implementation of department policiesto ensure the efficiency and success of the department s functionalresponsibilities

  • Understand current and potential company technology and how itshould be contractually protected

  • Qualifications

    EDUCATION and/or EXPERIENCE :
  • Bachelor s degree required. CFCM, CCCM, CPCM, MBA or JD degree isdesired.

  • 10+ years of experience in contract drafting, negotiation andmanagement without a JD degree or 4+ years of experience with a JD degree

  • Strong business acumen, leadership, communication, and managementskills

  • Ability to review terms and data to make informed and appropriatecontractual decisions

  • Experience establishing and maintaining effective workingrelationships with internal stakeholders and customers

    OTHERSKILLS AND ABILITIES :

  • Must be a US Citizen or Green Card Holder to comply with ITARregulations

  • Although not required, fluency in Mandarin is a plus
  • Must have excellent supervisory/organizational skills
  • Computer literate and have working knowledge of Microsoft Officeapplications
